Ferrovie: dieci anni di liberalizzazione
La liberalizzazione del trasporto ferroviario in Italia compie dieci anni. Il processo di rilascio delle prime licenze a nuove imprese è infatti cominciato esattamente nel 2000 e già dall’anno successivo, i primi operatori diversi da Trenitalia inauguravano la loro attività.
Secondo una dettagliata panoramica sull’apertura del mercato tracciata dalla Direzione Commerciale ed Esercizio Rete di Rfi (Gruppo Fs), al 31 marzo 2010 sono 29, tra passeggeri e merci, i nuovi operatori che ogni giorno fanno circolare i loro treni sui binari italiani con mezzi e personale propri. Da marzo a oggi, molte imprese già operative hanno via via richiesto a Rete Ferroviaria Italiana l’utilizzo di nuove tratte per il trasporto merci o per quello passeggeri, ampliando il loro raggio d’azione.
In particolare, nel primo trimestre di quest’anno, hanno stipulato un contratto di utilizzo per l’infrastruttura ferroviaria quattro nuove imprese di trasporto merci: Compagnia Ferroviaria Italiana nel Centro Italia, General Transport Service e Ferrotramviaria tra Centro e Puglia, Interporto Servizi Cargo tra Lazio e Campania. Il segmento viaggiatori ha visto invece l’ingresso, oltre che di Arenaways nel Nord-Ovest e Ntv per le corse di prova sull’Alta Velocità, anche di Ferrovie del Gargano, con un atto relativo all’uso della stazione di Foggia, e di LeNord, che ha stipulato un secondo contratto per il trasporto viaggiatori a lunga percorrenza sull’asse Milano-Brennero.
Per quanto riguarda il settore merci, le imprese si concentrano attorno ai grandi distretti industriali del Nord e in misura minore raggiungono anche il Sud collegandosi comunque a porti, interporti e retroporti che fanno da sistema integrato per i grandi assi di traffico internazionale. Le imprese passeggeri invece espletano servizio per lo più a livello locale, spesso come servizio metropolitano.
La liberalizzazione però lascia ancora inesplorati alcuni territori. I nuovi operatori merci, ad esempio, non sono mai entrati in Sicilia, né in Sardegna, né in Valle d’Aosta; quelli passeggeri escludono anche Liguria, Friuli, Basilicata e Calabria. In Sicilia va segnalata Sicilian Railways Company, impresa di trasporto viaggiatori regionale che dovrebbe partire entro l’estate del 2011. Dal resto della ‘periferia’ (nonostante i paventati tagli al servizio Fs), ancora nulla.
