Logistica: Giachino, a breve l’attuazione della nuova legge sui pallet
Entro due settimane sarà aperto un tavolo con le forze dell’ordine per la corretta attuazione delle nuove norme sulla gestione dei pallet. Lo ha annunciato il sottosegretario ai Trasporti e presidente della Consulta per la logistica e l’autotrasporto, Bartolomeo Giachino, intervenendo a Firenze al convegno del Freight Leaders Council “Logistica e(‘) arte. Dal pallet alla croce di Giotto: l’efficienza per l’eccellenza”.
Di pallet si è parlato nella prima giornata di lavori, in una tavola rotonda sul tema “La gestione efficiente dei pallet”.
La nuova normativa “ha fatto un pò di chiarezza, ha detto Giuseppina Della Pepa, segretario Anita, ed è un “primo passo positivo, ha aggiunto Paolo Oberti, consigliere So.Log. ma quel che occorre è farla rispettare, aumentando i controlli che attualmente, ha ricordato Oberti, non superano il 3-5% del circolante.
Un’altra strada da percorrere, sull’esempio degli altri Paesi europei è quella del pooling pallet: si tratta di forme di noleggio – illustrate durante il convegno da Martino Schivo, Value Chain Manager di Chep, una delle principali società che offrono questo servizio in Europa – che si fanno carico dell’intero ciclo di gestione dei bancali, con ricadute positive anche in termini di impatto ambientale.
Attualmente il pallet pooling (o blue pallet) copre solo il 18% dei bancali in circolazione in Italia, che sono circa un centinaio di milioni l’anno, la metà dei quali di categoria Epal. Lo ha ricordato Fabrizio Dallari, della Libera Università di Castellanza, nel presentare i risultati di uno studio che, considerati tre settori di distribuzione: aziende della gdo, operatori logistici e trasportatori, produttori di beni di largo consumo, dimostra come i costi di gestione oscillino fra i 2,4 e i 5,5 euro per pallet e siano comunque destinati a crescere su un mercato in cui è ancora forte la presenza del nero.
