Caso Fca: il ministero dei Trasporti contro la Commissione Europea
“Non si condividono i presupposti su cui è stata proposta alla Commissione di avviare una procedura di infrazione al Governo italiano per Fca”. Lo ha detto ieri il ministro delle Infrastrutture e dei Trasporti Graziano Delrio alla Commissaria per il mercato interno Elzbieta Bienkowska, dopo l’avvio da parte della Commissione Ue di una procedura d’infrazione contro l’Italia per violazione delle norme europee sull’omologazione degli autoveicoli relativamente alle emissioni.
Bruxelles ha avviato il procedimento di infrazione per il mancato adempimento degli obblighi da parte di Fiat Chrysler Automobiles. In base alla normativa europea infatti spetta alle autorità nazionali verificare che un tipo di automobili soddisfi le norme Ue prima che le singole auto possano essere vendute sul mercato unico. Se quegli obblighi vengono violati, tocca sempre all’autorità nazionale adottare misure correttive (ordinando ad esempio un richiamo) o applicare sanzioni.
Nel mirino della Commissione ci sono i software per il controllo delle emissioni inquinanti montati sulla 500X. L’Italia ora ha due mesi di tempo per chiarire se su alcune vetture di Fca sono state usati dispositivi illegali o meno, e se sono stati presi rimedi sufficienti per le auto in circolazione si legge.
Delrio, si legge in una nota del ministero, ha evidenziato “la necessità di rinviare l’avvio della procedura di infrazione, in attesa che si possano fornire ulteriori chiarimenti, oltre alla copiosa documentazione già fornita, peraltro mai richiesti al Governo italiano dopo la chiusura della commissione di mediazione Italia Germania sul caso emissioni Fca da parte dei servizi della Commissione”. Il ministro afferma anche che le spiegazioni fornite in Commissione di mediazione, hanno tra l’altro evidenziato il corretto comportamento dell’Autorità di omologazione e i miglioramenti prodotti autonomamente da Fca sui propri veicoli, pur in assenza di dispositivi illegali.
Il ministro inoltre ha evidenziato che “contrariamente a quanto dichiarato dai vostri uffici, le autorità italiane hanno escluso fin dall’inizio la presenza di dispositivi illegali sui modelli Fiat sia nelle versioni originali sia in quelli ricalibrati. Durante il processo di mediazione abbiamo sottolineato che Fca ha avviato volontariamente una campagna di ricalibratura a febbraio 2016 per migliorare le performance delle emissioni, ben prima che la Germania ci informasse dei risultati emersi dai loro test. Mi è spiaciuto apprendere che nonostante tutte le informazioni dettagliate fornite alla Commissione e alla Germania, intendiate aprire la procedura d’infrazione. Ciò è particolarmente deludente” aggiungendo che nessuna nuova richiesta di chiarimenti è arrivata finora.
Delrio ha concluso infine che “considerato che dopo la fine del processo di mediazione, dagli uffici della Commissione non abbiamo ricevuto nessuna richiesta di ulteriori informazioni rispetto a quelle già fornite nei mesi precedenti si chiede di rimandare l’ avvio della procedura di infrazione in attesa di ricevere una lettera di richiesta di chiarimenti sulle questioni sollevate dai vostri uffici competenti, come concordato durante l’ultima conversazione telefonica”.
