Relazioni economiche tra Italia e Mediterraneo: presentato il 7°rapporto SRM
È stato presentato oggi, nella sede del Banco di Napoli, il 7° Rapporto Annuale di SRM su “Le Relazioni Economiche tra l’Italia e il Mediterraneo”. Ad aprire i lavori sono stati il presidente del Banco di Napoli, Maurizio Barracco, dal presidente di SRM, Paolo Scudieri e dal presidente della Fondazione Mezzogiorno Europa, Umberto Ranieri.
Emerge che nel Mediterraneo passa il 20% del traffico marittimo mondiale, il 25% dei servizi di linea container e il 30% del traffico petrolifero. Il Rapporto sottolinea il raddoppio del Canale di Suez, che da 5 mesi registra tassi di crescita a doppia cifra, come fattore rilevante per una crescente centralità del Mare Nostrum. Nei primi 9 mesi del 2017 il Canale di Suez ha visto transitare 668 milioni di tonnellate di merci (+9,8%) e quasi 13mila navi. Si affacciano sul Mediterraneo nuovi attori: l’interscambio cinese infatti è cresciuto dal 2001 ad oggi dell’841% mentre quello tedesco del 126%. SRM ha stimato che, all’interno dell’iniziativa cinese della Via della Seta (OBOR), Pechino ha avviato progetti portuali e aeroportuali nei Paesi MENA (Middle East and North Africa) per circa 27 miliardi di dollari. “Il nostro progetto di ricerca intende dare un contributo alla comprensione della dimensione geo-economica del Mediterraneo. – ha detto Paolo Scudieri, presidente di SRM – Il volume che presentiamo oggi, ricco di cifre e dati, analizza in profondità questi fenomeni; per SRM il Mediterraneo risulta un luogo molto più centrale e strategico di quanto non fosse 15 o 20 anni fa. L’Italia, con un Mezzogiorno protagonista, ha di nuovo la possibilità, così come nei secoli passati più volte è stato, di svolgere un ruolo di “ponte” con l’Europa. Un’opportunità concreta che tocca a noi saper cogliere”.
Uno spazio della ricerca è stato dedicato alle ZES-Zone Economiche Speciali con analisi di casi studio di eccellenza con particolare riferimento al Marocco (Tanger Med) ed all’Egitto (Suez); tale strumento è stato introdotto recentemente dal Governo con l’obiettivo di favorire l’attrazione di investimenti di imprese, nazionali ed internazionali, nel Mezzogiorno ed aumentare il flusso di traffici mercantili negli scali del Sud. “Il Rapporto approfondisce un tema di forte attualità come le ZES. – ha commentato il direttore generale del Banco di Napoli Francesco Guido. – Il Banco di Napoli da sempre è al fianco delle imprese che intendono crescere, investire ed aumentare sempre più la proiezione internazionale verso i mercati del Mediterraneo e del Golfo, sta lavorando per garantire alle costituende ZES tutto il supporto finanziario di cui hanno bisogno le imprese per realizzare i loro investimenti, siano essi infrastrutturali che imprenditoriali. Tutto ciò proprio a partire dal Mezzogiorno”.
L’Italia conserva una posizione rilevante nelle relazioni commerciali con i Paesi MENA: 70 miliardi di import-export stimati in crescita ad 80 miliardi nel 2018. Rispetto al 2001 gli scambi sono cresciuti del 54,8%. Sono importanti mercati di sbocco per le imprese italiane con un valore di oltre 41,4 miliardi di esportazioni pari al 10% dell’export complessivo del nostro Paese (più di quanto l’Italia esporti negli Stati Uniti). Lo stock degli IDE (Investimenti Diretti Esteri) Italiani verso l’Area MENA ha superato i 46 mld di dollari; di rilievo gli investimenti italiani negli Emirati Arabi Uniti (9 mld.) ed in Egitto (8 mld.). Il Mezzogiorno ha un interscambio con questi paesi di quasi 14 miliardi di euro e rappresenta il 20% circa del totale Italia verso quest’area. La quota di export del Mezzogiorno verso l’area MENA è più elevata della media italiana e pari al 15% (Italia 10%) confermando così la vocazione geografica di un Sud Italia nel cuore del Mediterraneo.
Massimo Deandreis, direttore generale SRM ha dichiarato: “Tutti i principali indicatori lo segnalano: cresce il Pil di questi Paesi; aumenta il loro reddito pro-capite; è cresciuto in modo esponenziale l’interscambio commerciale. Aumentano gli investimenti, soprattutto nel settore infrastrutturale. E poi ci sono gli indici riferiti a portualità e logistica che sono spinti dagli effetti del nuovo Canale di Suez. Tutto ci indica che vicino l’Italia e in particolare al Mezzogiorno, passano flussi economici e finanziari importanti. Comprendere queste dinamiche è il primo passo per agganciarle e recuperare un ruolo centrale per il nostro Paese”.
“La nuova centralità del Mediterraneo rappresenta oggi una concreta opportunità di sviluppo e stabilizzazione dell’area. – ha detto Maurizio Barracco, presidente del Banco di Napoli – L’Italia deve recuperare il suo ruolo strategico e geo-economico sia sotto il profilo infrastrutturale (portualità, energia) sia sotto il profilo economico-finanziario. Generare occasioni di business e assicurare copertura bancaria ai nostri investimenti in questi Paesi è il miglior modo di contribuire in modo serio a reciproche prospettive di stabilità e sviluppo”. Dopo la presentazione della ricerca si è svolta la sessione “La nuova centralità del Mediterraneo, occasione per rilanciare una politica di stabilità e sviluppo in cui Italia e Mezzogiorno siano protagonisti” in cui sono intervenuti il Ministro per la Coesione Territoriale e il Mezzogiorno, Claudio De Vincenti e il Ministro dell’Economia e delle Finanze, Pier Carlo Padoan. Il rapporto di quest’anno, -fanno sapere – oltre che alle relazioni commerciali ed alla presenza delle imprese italiane in questi mercati, punta ad analizzare anche le dinamiche dei traffici marittimi e degli investimenti in portualità e logistica che sono in corso di realizzazione nel Mediterraneo, in particolare da parte della Cina, con l’obiettivo di incrementare e facilitare i rapporti commerciali con i Paesi del Bacino.
