Assistenza a terra negli aeroporti europei: no ad una deregulation incontrollata
Tre dei quattro European Social Partners del comparto ground handling: ACI Europe, European Transport Workers’ Federation (ETF) and the Airport Services Association (ASA), rappresentanti gli handlers indipendenti hanno manifestato forti perplessità sulla nuova proposta della Commissione europea di regolamentazione dei servizi di assistenza a terra (ground handling services). Questa proposta è contenuta in un Airport Package annunciato il 1° dicembre dalla Commissione europea e finalizzato ad un’ampia revisione della policy relativa agli aeroporti europei comprendente nuove iniziative di regolamentazione, oltre che dell’handling, anche della gestione degli slots e del rumore aeroportuale. Esprimendo giudizio positivo sull’attenzione della Commissione all’airport capacity, ACI Europe è però fortemente critica sulla questione dell’handling.Le critiche sono arrivate, lo stesso 1° dicembre, da una nota congiunta ACI Europe-ETF-ASA nella quale si ricorda come il mercato dei servizi di assistenza a terra sugli aeroporti europei sia stato già largamente liberalizzato dalla vigente direttiva adottata nel 1996 e che i prezzi degli handling services siano scesi significativamente dall’apertura del mercato con pesanti conseguenze sulle condizioni di lavoro e sulla qualità del servizio prestato. Secondo i tre firmatari della nota del 1° dicembre l’incontrollata deregulation dei servizi di assistenza a terra oggi proposta dalla Commissione europea avrà un impatto negativo sulla qualità di questi servizi sugli aeroporti europei mettendo a rischio posti di lavoro e sconvolgendo la competitività non solo in questo comparto, ma nell’intero mercato dell’aviazione. E in più si rischia di indebolire quanto sancito dalla vigente direttiva in fatto di miglioramento di assistenza ai passeggeri nonché, sempre sugli aeroporti europei, di safety e di security. Le tre organizzazioni, si legge nella nota, deplorano profondamente che la Commissione abbia ignorato in larga misura le loro raccomandazioni congiunte circa l’opportunità di una revisione della di direttiva come da una dichiarazione comune dello scorso mese di aprile.
